Manage gas industry physical resources


Application

This unit involves the skills and knowledge required to acquire and manage physical resources to achieve gas utility business objectives.

It includes determining physical resource requirements by reviewing and acquisition of physical resources and completing physical resource record requirements in a gas utility organisation.

This unit refers to physical resources, acquisition and allocation of resources, organisational policies and procedures that may vary between sectors and organisations, budget formats and budgets, relevant authorities and other stakeholders, and expected lifetime of equipment.

This unit applies to any safe work site where gas industry operations occur.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Determine and review physical resource requirements

1.1

Physical resource requirement outcome is determined, prioritised and sequenced in accordance with workplace procedures

Liaison and communication with authorised person/s, authorities, clients and land-owners are undertaken to resolve physical resource issues and coordinated work activities

Risk control measures are identified, prioritised and evaluated against the work schedule

Physical resource requirements are determined in accordance with demonstrated need and cost-benefit analysis

Physical resource requirements are consolidated, rationalised, negotiated and acquired in the context of organisational requirements and budget constraints

Replacement/acquisition/refurbishment of resources are scheduled based on expected lifecycle of equipment and anticipated needs of the organisation

Acquire and allocate physical resources

2.1

Physical resource inventory is determined and maintained for easy tracking of resource lifecycle and location/history

2.2

Maintenance schedules and budgets are developed and approved in consultation with stakeholders with due regard to work health and safety (WHS)/occupational health and safety (OHS) regulations and in accordance with workplace procedures

2.3

Mathematical models are used to analyse effectiveness of the finished product in accordance with workplace requirements and procedures

2.4

Management systems are identified and implemented to facilitate collection, processing and management of data on resource use and maintenance/asset management

2.5

Physical resource technical advice and specifications are obtained to identify potential hazards, assess risks and implement control measures so that monitoring can be undertaken safely and appropriate authorities consulted, as required, in accordance with workplace requirements and procedures

2.6

Specific data is analysed and compared with physical resource specifications to ensure completion of the acquisition project within agreed timeframe in accordance with workplace requirements

2.7

Work teams are arranged to ensure planned goals are met in accordance with workplace procedures

2.8

Unplanned situations are responded to in accordance with workplace requirements in a manner that minimises risk to personnel and equipment

2.9

Quality of work activities is monitored against performance agreement, workplace procedures and relevant industry standards

2.10

Acquisition strategic plan is developed incorporating organisation initiatives in accordance with workplace procedures

Complete physical resource requirements

3.1

Physical resource inspections are undertaken to ensure compliance with workplace requirements and specifications and documents needed to complete the acquisition project are completed and checked

3.2

Effectiveness of acquisition and allocation of resources is monitored and assessed to meet organisational needs

3.3

Discrepancies in resource provision are identified and corrected in accordance with workplace procedures

3.4

Acquisition and allocation of resources and costs incurred are recorded and reported in accordance with workplace procedures

3.5

Appropriate persons are notified of completion and reports and completion documents are finalised in accordance with workplace procedures

3.6

Reports and completion documents are submitted to relevant persons for approval and as required, statutory or regulatory approval

3.7

Approved copies of documents are issued and records are updated in accordance with workplace procedures
